The 2023 edition of the information discussed the needs of global citizens when it comes to getting citizenship and making a home away from home. One of the most important considerations when deciding upon citizenship is whether a given country can give an individual and their family a good quality of life.
Today, global citizens understand that their development prospect does not have to be limited to a single country. Several affluent individuals have come to realize that they can grow and prosper better if they get citizenship in a different country, depending on the needs and priorities of an individual. Accordingly, the report took the help of five motivators influencing the decision to get citizenship in a particular country. These motivators are:

CS Global Partners’ World Citizenship Report claims that the ability of a nation-state to provide its citizens with the essential services for a good standard of living is arguably the most universally sought-after attribute of citizenship. Well-functioning health facilities, schools, and public infrastructure lead to greater opportunity. These factors and a clean environment are also responsible for better physical and mental health.
However, while many have historically looked to urban centres to find employment opportunities, amenities and public services to improve their quality of life, young adults and millennials, in particular, are increasingly abandoning major cities for smaller towns and rural areas. The lockdowns and remote working conditions have only accelerated the trend
The Quality of Life motivator of the World Citizenship Index relies on the Human Development Index (HDI) published by the United Nations Development Programme (UNDP). The experts claim this is the world’s most authoritative measure of human development across multiple dimensions. It is worth noting that The HDI does not recognize economic growth as the sole value when measuring human development progress.
The secondary component of the Quality of Life motivator assesses the ability of a nation to provide a cleaner, more resilient environment through sustainable practices. This component relies on the Environmental Performance Index (EPI), produced by Yale University and Columbia University in conjunction with the World Economic Forum.
The EPI collects data and ranks the performance of various countries across several environmental health indicators, such as air and water quality, climate change mitigation strategies, waste management efficiency, and environmental protection policies.
They published the first edition of the report in the year 2022. This was right after the effects of the global pandemic started to recede, and the global economy was beginning to recover. In the second edition of the report, CS Global Partners expanded the scope of the World Citizenship Index to better reflect on the needs of the global citizen.
